How do I get tartan to combine crops? I offer him a tomato and he just analizes it..he doesn't take the second crop.

With the tartan you only start out with the analyze option. You have to keep talking to the tartan when he asks if you want to analyze say not, he'll then ask if you want to talk when he does that keep saying things that flatter him and make him feel special. After about 10 or 15 times of that he'll open the hybridize option.
The Tartan is kind of similar to the other NPCs in the game. You need to 'befriend' it in order to unlock the ability to make hybrid crops. Just visit it a lot, ask it to analyse crops, and you'll eventually unlock the option to combine crops.
