Can ANYONE tell me where Neville's Crockery is and how do you get the cheat menu ?

Neville's crockery can be found on the small tower right in front of the castle's entrance. (on top of the tunnel, same place as Gnome Throwing , and the Broom Race .)
When I go up to that tower it isn't there
