Um how do you activate the "Strange Event NPC" topic to activate the "One Sin Event" please tell me what I have to do the topic hasn't appeared I beat the game

To answer your question, you should have to go to an spot on the community forum (the World board) and find a strang Post that talks about a dis-enbodied Voise saying sumething omines (I forget exactly whote) and read it then go to the bookmark it ses he heard it in, from thaer jest fallow the board and bookmarks and it will open up.
