No, the army outfit is the only thing that comes close to it.

Yes, you can get the plice outfit but you can only getting it after doing a mission I don't remeber what one but after you do it you go in the police station and in the locker room some where theres a police uniform.. Hoped that helped!!

No, the "Army Fagitives" outfit is the only non-civilian outfit. It is unlocked once Richardo Diaz's "Over The Top" is completed. BUT you have it on for the first 3 missions (on the third you get kicked out for possesion of marijuana, sound firmiluar?).
