The stretch limousine is available at Diaz's Mansion (Vercetti Estate) at the far end garage. Although, saying thatm there is a 50/50 chance it won't be there when you look. It's all chance as to wether it is parked there or not.

There is one at your mansion in the back look for it.
They spawn randomly throughout the game but your best bet is at Diaz's mansion. He was rich therefore he had some "nice" cars.
