If you're crazy you can sneak into a base to gwet one, Or get gold on all pilot missions at the school or enter the code for it...

You can get one from the restricted area. Although people say it is hard it isn't. You should take things like rockets, bombs, or back pack and use them to destroy the base's missile launchers and then you can go and steal the helicopter.
