I think after you finish that mission called "Wu Zi Mu" I think I don't know for sure

Finish the mission the green sabre and you will end up in the country side for san fiero. You can go to the city straight after but nothin much will be there

You have to do that mission with proof where you burn all the weed down.
Its called Are You Going To San Fierro.

It's after the green sabre don't listen to anybody else trust me after that mission I went up there and I had no stars!!!!!!
