Actually... The fastest way to lose money is at the Inside Track betting shop in Montgomery. At this location you can potentially lose up to 10 million dollars in one shot. Be careful though, if you win, you could win up to 120 million.

Hey , there is an very easy way to lose all money or edit your money without run game or stupid casinos or hore races...
Download GTA SAN ANDREAS SAVEGAME EDITOR and you can edit money or anything in your savegame....

No cheat for that.. But you can do one thing, go to a betting shop and bet your all money on a horse. If that horse loose the game, you lost your money...
