At any time CJ can only have 7 gangsters follow him around, because they just follow him and they can't all fit in one car.

yo can fit as many people you want with the bus, you only must have a trick to have more than 7 gang members

I don't know if there is a mod but 7 is the maximum numbers of gang

I have the mod which breaks the 7 maximum gang strength limit.. So using that i can recruit upto 21gang members and working fine .. only sometimes they start clashing between themselves when they'll start firing someone for protecting you but overall the mod is worth it..
