Very bottom of the page. The mission "The Green Sabre" should unlock not only that Red Country, but also the second island.

Red County is available along side Los Santos right from the beginning (aka after the first cutscene where Tenpenny dumps you).
Not even when you actually have to leave Los Santos there's a mission that takes you into Red County and that is Big Smoke's infamous train mission.
Flint County Whetstone and Fierro are unlocked after you complete all LS mission (after Green Sabre).
Las Venturas and the desert are unlocked after that mission where you destroy the crack factory in SF and a stranger (Mike Toreno) will call you to come to his ranch in the desert.
