There arent to big the ships, but you can easily find them at the SF docks.

The biggest ship you can drive is a Tropic, which is usually found in the San Fierro Bay with someone already driving one, or parked near one of the docks.

I don't know any big boats that move but I do know a HUGE plane that can move and if you blow it up in the middle of san andreas you can wipe out alot of humans! :D
