How do you get on top of the upstate it is right behind your house in shoresidevale without beating the game and tell me quickly please and what the heck is on top of it!

If you mean above the tunnel that has the blocked off road leading upstate, you can easily get up there by driving up next to the entrance of the tunnel by the cartel mansion. But there's really no point, as there is nothing up there. You can't drive up state because there is a huge mountain on one side that you can't drive up, and even if you complete the game you will never be able to go upstate. The road is only there to make it look like you can drive to Liberty City, but you can't leave the 3 islands.
You can not get to the very back of the island. But, the liberty city observatory is back there.
I know this because I have number 3. It says that on the map. It is totally impossible to get there in both games because they put up an invisible wall.
Dont worry if you can't reac that place, because, there is a tunnel that you can't pass and go the upper state, so don't worry stay calm and have fun.
To get to upstate and get non-solid grounds and nothing but water, it's worthless. You think you'll find something cool? Nah, it's like in GTA III. Except for the ghosttown (unless they have made it or copied it.)
