I'm not sure which question 'pokeperson' was trying to answer, but I've found the easiest way to raise your wanted level (without cheats) is to just kill as many cops as you can. And maybe blow up a helicopter or 2. If you have a rocket launcher or a Rhino at your disposal, then you should be able to get about 6 stars in under a minute.

The quickest way id say is take a boozka to a police car and just keep laying out cops or enter the raise wanted level cheat which is L1, R1, SQUARE, L1, R1, TRIANGLE, L1, R1

If you mean the Criminal rating that appears when you press start, and not the wanted level, just complete missions, and do more stuff on the game, and you get more points.
