How do you make it rain in Giza Plains? I did it once but that was after playing for a few days. Is there an easier way?

You can't actually make it rain it changes throughout the game constantly after you go through there the first time. There is a guy called the weather eye in the area in front of the entrance to the giza planes. He can tell you how long it will be before the rains happen in giza.
It happens randomly throughout the game,one thing that might speeden the process is if you keep going to different locations then going back to rabanastre and see whether the weather changes or not
In Giza Plains, it rains for one full hour of gameplay and is dry for another two hours before it rains again.
