I am in the Pharos-second ascent/the bounds of truth 65th floor, I can't go forward. I can't activate the elevator or find a staircase leading upward. Does anyone know how I can progress?

You don't go to the Elevator right now. There should be a ancient door right around where you are. Select the option "Open the Door" and you will be ready to face the final Watcher.
If you on the other hand, have already beaten the third Watcher, then you need to touch one of the 4 alters to re-enable the Ability you disabled previously. After doing so, the elevator will be activated for departure to the 67th Floor.
