Yes Mateus is weak against thunder magic and all you have to do get rid of the Reflect that she casts on herself is can Dispel. Reflect doen't stop dispel so you can use it on her. What kind of weapons are you using because the Ice Azer's reduce damage done by guns and measures but measures don't do high damage anyway. So beat the Ice Azer's first then attack Mateus. Ice Shields would be a big help here because they reduce damage of ice element attacks by 50%. You can get these from the merchant in Mt Bur Omisace. They will be very helpful when she uses Blizzaja. Mateus's Blizzaja causes Sap and Slow and the Ice Azers also casts Sleep so have Shell on all your characters to reduce the chances of being inflicted with these by 50%, also have Protect and Haste on all your characters. Mateus should be no problem now.

Cast reflect on yourself and then cast the thunder spell on yourself and it will
Reflect back on Mateus. I can't remember if you have the dispel magic before this event...?

If you know the spell Dispel, then use it, and it might get rid of her Reflect buff. Another thing I like to use, is to cast reflect on one of my characters, and then cast the spells on him, and they will bounce to the enemy. Be careful though, this is a double edged sword, as it might back up, and hurt one of your characters. You also better make sure you heal using items, don't cast a healing spell on the character with Reflect.

Well I didnt need to use magic in order to beat Mateus, I found a different way that could be easier, but I don't know you could try it. Ok well first I made sure everyone had all the quickenings they could and that someone had Belias. Then I summoned Belias three times using up my MP bar, then I used the quickenings everyone had three and if you can get really high combo's then it deals high damage. If you get a high enough combo with everyone, you wont have to go into hand to hand combat, but in case you do have to, make sure you have a good stock of potions and hi-potions and everyone is at LEAST level 25. (my lowest was 25 and I beat her easily). And one last thing, don't forget gambits
