Hello:
I have been trying to extend the contracts of my players...esp. One player whom the board wants re-signed to a 3 year contract, I've tried increasing their salaries by small amounts to large amounts, bonuses, 2-5 year extensions, even tried decreasing and all I ever get is " so and so has declined your offer" under pressure from the board to sign player...negotiator at level 5.

Sometimes it's a bit annoying, they don't always sign no matter what their morale is like or how much you increase their wage. However, at the end of the season you can chose whose contract you increase and they can't decline it. I can't fully remember whether this stage is before or after the board expectations part though.

Just try and keep offering a larger salary, and maybe increase your negotiator.

INcrease your negotiator. Then put the last three number 1,2,1 or 2,3,2 or3,4,3 etc... I was trying to renew rooney's contract, and I tried this. It worked perfectly.
