Alright there's some old dude during Empire Mode and he says something about searching for a guy but I have no idea what he's talking about, can someone help me and tell me what to do when he says that?

It just means that there are good characters that you can recruit. Doesn't always work though.
He means that there are 2 special officers forgot there name ddo
I think there names are yan liang and wen choe but I can't be certain.
He wants you to search for either pang tong, or zhuge lain both are from shu
The Sleeping Dragon and Fledgling Phoenix. Zhuge Liang and Pang Tong, respectively.
