How do you unlock Shadow Harness. It is not in any area. Please help!

To unlock Shadow harness you have to wait a long time... [about 90 turns you have to have LuBu as you're grand general]
Then when you're selecting commands LuBu will have one that says that it will produce Shadow Runner
