No you cannot use skills only the game can.
No I am afraid not it is just you're generals that can us them but you're lutenents can if you chuse them to from one of the three opctions...eg restore 500 troops , entice zang fea , let aly lutenents us skills

The only skill I tried that worked was when I taunted. All I did was went by a general and pressed "annouce" and he taunted him like he would do if I wasnt playing with him but they only let me do it once and I've never tried it again so.... Yea good luck though.
No skills cannot be used in the game even though when I was fighting Lu Bu on hard mode in historical mode my character used his skill and Lu Bus morale went way down and he was weaker than Dong Zhuo when you look at his stats when you first unlock him.
