Uh...there isn't a go-kart in DPL. I don't know where you heard that, but I've used the "CARSHOW" cheat to unlock everything and I'm sure that there is no go-kart. There may be some in the carnival the Mexican escapes into, but you can't drive it.

There isn't one in Driver: Parallel Lines. But there is a Driveable one, in the Secret GO-KartTrack to the right of the Hotel, on DRIV3R.
