1. I don't know if you can atach a trailer to a semi, but there are semi's already atached with a trailer. You can find the semi's with trailer around Egdewater (the industrial site above the garage next to jersey race track).
2. Unfortunately you can't re-enter the prison, even not with a prison van.

1) yes, there are some semi's attached to trailers in that edgewater area. The easiest way is to kill the driver and take that. Sometimes though you can find unhooked trailers around that same area. If you have a semi you just back righ up into it like your driving a tow truck
2) no I've tried everything so I'm almost sure that you can't
