If you want to get seven star dragon ball then go on playing world tournament in Dragon World Tour and win every time you play the game. Then you'll win some cash and eventually a dragon ball.
Another way to find a seven star dragon ball or any other dragon balls is to repeat "Destined Battle: Goku and Vegeta" and the second one which are in the Majin Buu's Saga in the Dragon History. In those battles, destroy all the breakable items, probably rocks, until you get the dragon balls and when you are done with it, finish the battle and you'll get the dragon ball. But don't end the game instantly after you find the ball otherwise you won't get that.
