How or when do you unlock him. I've seen people post about using him but noone posted on how to unlock him and I checked the codes and all they head was vegeta's SSJ4 so if anyone can help me it would be very helpfully.

You have to beat the GT Saga to Unlock Vegeta SSJ4 :]
You have to unlock The GT saga. Once you do that You will go against nuova shenron using GT Goku. While fighting him you will turn to a SSj4

All you do is unlock and beat the Goku GT saga
Easy. All you have to do is beat baby in story mode. If not baby then the person after him- super 17. Hope I helped
When you complete all saga there will be a GT saga open it and fight battles and when you get to end fight omega shenron and you get SSJ4 Goku SSJ4 Vegeta and SSJ4 GOGETA
