How do you unlock King Cold?

I've already beaten Cell Games on level 3 on both World Tour and Free but I still don't have him. Do I have to unlock somebody or something first?

I think you have to beat one of the tornament modes on level difficulty 3. Im not really sure at the moment but try it anyway though.
