Dragon homing is where you do dragon dash,oh and that item you are talking about that dragon homing count+2 increase your dragon homing cout speed.

DBZ WARRIOR answered:

Dragon Homing is when you lock on to an opponent (after you have knocked them far way), and use a Dragon Dash to get to them .....thus giving you an alternate way to attack.

Dark Assailant answered:

"Dragon Homing Dash" is a essentially just a Neutral Dragon Dash (Charge + Dash, joystick neutral) combo'd off of a Smash Attack (melee attack, tension fully charged: sends victim flying). Other names I've heard include Banishing Dash. Basically, Smash the victim, then input Dash. This consumes energy, (indicated by the Ki Gauge) and send the user dragon dashing toward the victim in a homing manner. Inputting Strike during such will instigate a Dragon Homing Attack, or Banishing Attack, which is essentially just a normal charged attack that starts with full tension. (I.e.- even if not held long, it will still be a smash attack.)

"Dragon Homing Use +X," however, is not something I understand. I would assume it has something to do with the above, but I cannot conclude certainly.
