In Teen Gohan's DU, before fighting cell, just look around and you'll eventually find cells moves, and transformations, and to get his very last form, just beat cell for the final time.
They can either be bought at the shop,...or found at random "???" points in the story mode.
I found it by the time machine on my 2nd playthrough of Teen Gohan
