What is the combination to mayor need's safe I can't figure it out.

When you talk to the mayor he will tell you that he used a 4 digit numuber, which is also his daughter, Claire's birthday.
When you talk to him again, he will tell you that he gave her a brooch with a star sign on it, and it also has something to do with a four-legged animal.
What he is talking about here, is the zodiac symbols. These would represent the month she was born in. He also states that he would give her lots of coats and scarves for presents. So so was obviously born in the winter time.
The month would obviously have to be winter. When he continues talking, he will always say something about burnable garbage being collected on days divisable by 3, and non-burnable garbage being collected on days divisable by 7. What you would do is multiply those numbers to get the exact day, which would be 21.
So, with all that being said, we know that Claire was born in December, being the 12th month on the 21st day.
So the code to the safe would be 1221.
