You can buy bait from Fabio the is the short guy you get for catching a 60cm Nonky I think, he hangs by the Palm brinks lake. You can only buy bait from him once he has joind you, then he will be on the train.
If you don't have Fabio yet you're pretty much out of luck cause you'll have to keep your fingers crossed and look in the dungeons.
I might be 5 years late, but I had issues with this problem too but looking through forums I found that there is a shop "sandwich" in jurak mall which sells every kind of fishing bait. Also the bait which best attracts Nonkys is mimi. I hope this helps anyone in the future.
