Doctor Dell is in his Clinic on the far side of Palm Brinks lake (which is across the bridge with the streetlight, and up to the left, at the back of the park past the monument).

After you've seen Argo the Owl and the sick girl Lin in Balance Valley, go to the Clinic and talk to Doctor Dell; he'll agree to come with you.
