In queens, I have all the stuff for jokers house and it says event next to his house in the georama menu but everytime I knock on his door, he tells me that the store is closed and to go away. What do I do?

You will have to finish the sheriff's office before you can complete Joker's place. When the sheriff's office has been restored, he will give you a Search Warrant. It is the only way the Joker will let you in.
