The tier weapons are just an upgrade of the previous weapon used by each character. You should automatically use a Tier weapon in a race once you purchase it from a player.
They do many things. Crash's tier 3 weapon lets out more wumpa fruit. Thats what most of them do. But N Gin's tier 3 weapon makes his missiles way more stronger.
There are some bad things like on some of the Run and Gun Challenges It might be harder to finish. For Example Tomb Town you play as crash and it is kind of harder. You also Just talk to the NPCs (Non Playebel Characters) After getting all the cars. Happy Driving.
Tier weapons are used to destroy other opponents more efficiently. Tier 1 weapons are already used. Tier 2 weapons are unlocked for coins. Tier 3 weapons are unlocked for coins and power crystals.

Nina's Tier 2 and 3 Weapon: More Spread between Energy Shotgun Projectiles
N-Gin's Tier 2 and 3 Weapon: Increased Damage of Rockets and 2 Rockets in Tier 3 instead of 1
Von-Clutch's Tier 2 and 3 Weapon: More Damage with Radioactive Bomblets
