where do I find the horn of ill omen?

I can't find the horn of ill omen or lazlo? I beat all the caves near the water's edge, I talked to the mermaid, I beat that sealed temple, and I just can't find it please help.

Lazio is in the clouds and after you defeat the cloud giant you get him but you need to get to lazio b4 you can even think about the horn
