Use the stairs to the left of the cage try both sides of the stairs because I'm not sure which side of the stairs was it.

When you destoy all the motars then they you go through a little door (big rofl) go round the cage thing from the stairs then open the door, watch out though there loads of men out there.
Tip for when you open the door run out and go LEFT straight away, the they wont shoot you, and you wipe them out, the rest is easy.

To climb a ladder, look up it and press forward on the analog stick. If you still aren't climbing, try the other side of the ladder.
