Each code will not work until you have collected enough stumps to activate it. As you progress through the game and collect stumps you get the codes. These are listed when you get ready to load from the main menu and you have the option of checking the status of progress. Look at each page of status. When you get a certain amount of stumps it list the first code and as you get more it lists more. (I can't remember how many you had to have for the first one but I think it's around 40-45).
