You have to wonder around for a bit, you should come across a large greaser with a sledge hammer, defeat him and you get it and use it to destroy the weak walls.

Go to the very, very top, and you should come to a room that has a rather useful sledgehammer. Beat the greaser, and head back down through the hangout, breaking down the walls to retrieve her items.

Climb to the very top of the Tenement building. Norton (the black and biggest Greaser) will be there with a sledge hammer. You can approach in two ways:
1. Fight him until he's K.O.ed, steal the sledge hammer and knock the walls out yourself (you can't take it out of the Tenement building).
2. You can run to the walls and have Norton knock them out.
