All you have to do is follow sark, WITHOUT him seeing you. Once you are close enough to him, his dna starts downloading automatically. It doesn't always complately download, becasue you need to be closeto him for a certain amount of time. Then they basically tell you what to do and where to go. It might take awhile to do, but it is pretty simple.

In order to tranq. Him,you have to get the chemical's,follow him until you get his DNA without him seeing you,then he should be waiting to fight you.Attack him with combos until he gets hit and fall's to the ground,then go up to him and press the O button.then you will stab him with the chemicals.Then find a wheelchair and take him outside and you will complete your mission.
