The last plane is the ADF-01 FALKEN amd you get it by getting all three supreme ace medals.

The last plane to get on Ace combat zero on PS2 is the FALKEN (ADF-01). You get it by getting all supreme ace medals (doing all missions with the same ace style).
PS don't ask why I said the whole title and stuff, they made me do it.
