To play in black and white mode you enter the following cheat on the main menu:

I think that this cannot be used with RC Car Mode

At the main menu, press R2, right, R2, right, triangle, left, triangle, left.

Note: You Cannot Save these cars if you do it this way, you'll have to do it every time you start.

Enter these at the main menu (Where it says World Racing, Hot Pursuit and Options).
