I know how you all feel because I am also stuck with blacklist 4.To complete pursuit milestones. Buy a new cheap car . Do not modify it much. Race against the cops reach heat level 5.If you are not good @ increasing heat level , go to challenge series and start playing pursuit challenges to make pursuit easy
