The thief's name is Hitonami Nekoda, she is a girl with heavy makeup and a purple dress and is found in a little red studio apartment. When you have the ear ring from the crime scene show it to her and she'll admit that she is the thief. She will also later tell you that her accomplice was the Policeman.
