You find the syringes inside the desk which is in the android's room which is located in the main hall with the moon monument between the energy area and the work area. The syringes are used to stabilize your heart rate and can be found in the desk in the androids room every time you have freed a ghost. The ghosts you have freed are painted on the rooms walls.
