During Phase 3 recruit Shurelia and make sure both Misha and Aurica's Cosmospheres have been completed through Level 7. Rest at an inn and talk to Shurelia and the next time you go to a dive shop you will have the option of diving into Shurelia.
To be able to view a Photo Gallery, Cards, Music etc you must unlock the Extra menu which is done by completing the game and then saving your game. When you do this the game will reset automatically and when you now go to the 'Title' screen you will be able to select the Extra menu.
