Once you beat the evil flame pig, go to the pipe area and go to the chain where you raise mudballs. don't ride the chain all the way down, but stay up and you'll see a small patch of gray.
Equip the squirrel clothes antry to land in that patch.
It may take a couple tries, but once your down there pick up the ring, stand on the red platform and hit the blue box with a hammer and you'll be on the plat form that leads to coal-mining town.
Give the ring to the miner and he'll give you a blue gem.

Keep getting the blocks of mud from the chains. Go to the underground machine area and wash them all. One of them should contain the ring.
