The one at the Waterfall of the Heavens. However, he has lost his Golden Fish Hook. You have to give that to him first.

To obtain it, knock all the coloured barrels in the Town of the Fishermen and the Waterfall of the Heavens so that they all have the same colour facing up (for example, knock them all so that their red side is facing up). The streams in the area will drain, and you can grab the Golden Fish Hook. Give it to the fisherman and he will give you his Mermaid Scale in return.
