In the water temple. You need the swimming pig suit which you get when you help a mermaid escape from a water tank. The save sign for the water temple when you first enter it, you jump up to the platform with a door leading to a crystal artisins room. Jump from that onto the top of one the platforms with spikes underneath then, which are just a little to the right. Then jump back left and keep going until you reach the platform above the crystal artisins one. Enter the door and ignore the mermaid in the plant. Go north until you reach a door that leads back onto the outside platform. Jump down into the water, (with the swimming pig suit equipped), and land right around the waterfall that leads down into nowhere. Keep jumping around there without falling down the waterfall and it's somewhere underneath the water.
