You have to get the right amt. Of gems, then go to where he is and pay moneybags
You simply buy it from Moneybags on the second {I think} world.
You have to get to midday gardens and from the balloon he is straight ahead and with enough gems moneybags will let him go of course....ahem but only for a small fee of gems 200 gems is needed

You have to beat the first world boss. Then when you are in the 2 world you will find him there.
