Well as we don't know what gems you have yet, we cannot help too much, but if you haven't already, go to the very top of the houses and fly over towards the hills on the right, also make sure you have flamed all the cauldrons, and another place is once you are on the hills, remember to fly over behind the starting area, as there are also gems there.
Look at the building where you started the level and find the small red flag, head over the flag and behind the building where this flag is and you should find 8 red gems and a purple gem. The purple gen is worth 25 - So in total it looks like these are the 33 missing gems that you are looking for.

They are behind the starting area. Go to the cliff side of the desert area overlooking the lower area and fly back there.
