If you didn't ever listen to the last dragon in Gnasty's realm, you need 100% completion of the game.
Well there is your issue. As stated above, you need 100% completion, which is 80 dragons and 12,000 gems. Go through all the Realms again and check that you have gotten all the gems and dragons from the worlds in your inventory, and if you have. Then you have missed a world somewhere. If this is the problem then just look up "Spyro 1 worlds" in google and check with your inventory.
