Okay I can not save my game, I have reached the dragon in stone hill that tells me how to save but it doesnt work, and the game keeps automatically sending me back to the begging so I can't make any progress. Can anybody help me fix this?

If you are playing on a Playstation 1 or 2, try cleaning your memory card by blowing in it. If the memory card is being picked up, then make sure to actually save at the dragons, and make sure it says "Save Successful". In case you are doing it wrong by accident, you go up to a previously rescued dragon, you stand on it and press triangle, then save.
However, if you are playing an emulator, make sure you have a memory card in the ePSXe folders, if you need to know how to do this, message me and I'll explain.
